A little help with "estiba" in the below context, please:

Las señales se deben colocar en lugares visibles de manera que no queden ocultas y de acuerdo a lo
siguiente:

I think the real problem here is that estiba has multiple meanings. It can mean to stow, for example, probably it's most common meaning, as in stevedore, usually in a maritime context.

Another similar definition is
Estiba: la colocación y fi jación de los
bultos sobre el vehículo.

And of course it also means pallet.

In this situation you have to look at the context. Here, for example it says

An anaquel is a ledge, shelf, rack. In this context pallet makes perfect sense, whereas stack is too loose and vague a term. On the same shelf/rack or pallet? On the same shelf/rack or stack? Common sense suggests the former, in my view.

agree  Charles Davis: Sometimes words can have more than one meaning. You have documented this one sufficiently and I think it fits the context. "Stack" seems less convincing here, though no doubt "estiba" can mean that (it can also mean e.g. a place where you compress wool)
