Aquí abajo doy más contexto, pero aun después de darle un montón de vueltas, lo que no me aclaro es como pasar al inglés lo de "si se ocupa este proxy".

Como se aprecia, hoy día la cobertura del Programa XXXXX alcanza a 99,44% si se ocupa este proxy que es la demanda potencial de contenido científico medido como la producción indizada en Scopus y reportada en el Iber Scimago 2015.

  -> Thanks neilmac! The original text seems to be written in Chilean Spanish and in that case 'ocupar' is a synonym of 'to use'. That's also why I suggested 'if this proxy is used'.
