Human Resources Technician Explanation: Good luck from Oso ¶:^) -------------------------------------------------- Note added at 2005-02-09 21:01:56 (GMT) -------------------------------------------------- Example: Human Resources Technician (508) Education and Experience Graduation from high school or possession of a GED and two years recent experience in clerical or technical personnel work involving the recruitment and selection of employees, maintenance of classification and pay plans, coordination of workers\' compensation and benefits programs, or maintenance of detailed personnel records. College education in public personnel administration, human resources administration, or equivalent major in an accredited college or university may be substituted at the rate of one year of education (30 semester units or equivalent) for each year of the required experience. Experience with word processing and data base computer programs is desirable. Distinguishing Characteristics This is a paraprofessional confidential position in the classified service requiring the frequent use of independent judgment. Incumbents perform the most difficult and complex tasks associated with the preparation, processing, and administration of civil service examinations; Workers\' Compensation and benefits programs; City classification and pay plans; personnel records, and assist in the collection, preparation, analysis, and processing of classifications, salary, payroll and benefits data. Typical Duties Under general supervision: conducts civil service employment recruitments and examinations including advertising, arranging test materials, facilities, proctors, and rating panels; orients and trains raters; serves as an examination proctor and rater; prepares employment eligibility lists and certifies candidates for employment interviews; processes employment requisitions for regular and temporary employees; tracks and monitors benefit balances (i.e. sick leave, injury, vacation) and related information on employees; processes and audits payroll data; processes employee performance evaluations; inputs data and maintains information on applicants, employee master files and tables on the computer system including processing new employees, promotions, transfers, demotions and terminations; prepares detailed examination, salary and classification information and reports; makes payroll adjustments including merit increases and decreases; maintains City\'s position control; maintains recruitment, employee and office records and files; orients new employees regarding benefit information; processes Workers\' Compensation and State Disability insurance claims including coordinating benefits under various other programs; researches and answers inquires for employees, other departments and the public; supervises the work of clerical employees as assigned; and performs other related duties as assigned. Knowledge, Skills, and Abilities Working knowledge of general principles, procedures and practices of human resources work which may include one or more of the following: Equal Employment Opportunity laws and guidelines; recruitment; selection and interviewing techniques; Workers\' Compensation; benefits and pay administration; and records management. Ability to: read, analyze, and interpret information such as rules, laws, standards and procedures and effectively apply them in the work situation; perform complex and detailed technical work including arithmetic calculations with considerable independence; research and prepare concise and accurate statistical and written reports, examination materials, and payroll and benefit information and adjustments; accurately and thoroughly complete assignments under the pressure of deadlines while effectively handling several assignments at once; establish and maintain working relationships with employees, the general public and other governmental agencies; supervise clerical employees; type accurately at a speed of not less than 45 words per minute net from clear copy and operate a calculator; and willingness to learn and use computer terminals and personal computers to accomplish work assignments. Supervision Received Works under the general supervision of the Director of Human Resources, Assistant Director of Human Resources, Human Resources Division Manager, Human Resources Analyst I, or other supervisor as assigned.
