Due to the lack of a satisfactory answer, I would like to tentatively suggest an idea. This phrase might be referring to the 'just-in-time' production process philosophy, but by a different name. Without context I can't be sure, but 'just-in-time' production seeks to avoid storing materials and components at any stage, and therefore requires close attention to planning and control in the very short term (according to Ryan Grabosky, succeeding with this method requires “the right material, at the right time, at the right place, and in the exact amount”.)

The literature (see references) will refer to this process philosophy as a long-term commitment (not a method that you can test out for six months), however the very short term is still relevant since a manager of this process will have to carefully scrutinise the minutiae.

As this is a famous process philosophy, it is quite likely that its Spanish name, 'justo a tiempo' (JAT) would have come up in context. However, this is not necessarily the case, so the possibility is still worth exploring.

I repeat: this is just a tentative idea, in response to an as yet unresolved query. Comments are welcome, of course.

Asker: Indeed, a large part of the chapter does discuss JIT, albeit in other sections. I am "in touch" with the authors, who do not reply, and hope that they may shed some light. The irritating thing is that "planificación (in this context programación = scheduling, not the same apparently) a muy corto plazo" gets nearly 1000 exact term google hits, which is infuriating. I have a sneaking suspicion that you may be right. I now have to check the text and will certainly bear your idea in mind as I do so, thank you
