This is a Driver's licence certificate from Argentina with a very confusing wording. I believe that this means "The citizen has to driver's licence no. XXX" but the sentence is confusing me.

agree  Robert Forstag: In the US, it would be "driver's license." I also think "initially" would work better than "first."

agree  Agustina Aguirre: I think there is an omission in the source and that it should read "procedió a sacar por primera VEZ su licencia de conducir". I don't think it is a reference to obtaining it at the first attempt since normally, that is not something noted.
