neutral  AllegroTrans: wouldn't this be "to" the party appearing? I cannot see the meaning of issuing "before" the appearing party

  -> Possibly! I went with this as to say "in the presence of" and I find "en la que" to be strange wording. I had considered "at which/whereby X appears before me" as in X appears at the act of issuance... %-(
