I can't find any directly relevant references, although this one seems to have some bearing: "Then she and about a dozen colleagues lifted off in a helicopter, leaving behind a small local staff, a few weeks' worth of supplies and a promise to make radio contact twice a day." http://humanrights.change.org/blog/view/darfur_update_not_ge... In the case quoted the staff is of local people, but since in your text it says the staff eventually left the country, it seems to refer to international staff members |
