These are the doorknockers selling such things as, pictures, dusters etc. A person who acts without a pedlar\'s certificate commits an offence. A pedlar’s certificate does not entitle you to undertake Street-trading activities.

STREET VENDORS BY-LAW
Street Vendors By-law:
Abstract:
The proposed Street Vendors By-law will enable the Town to regulate street vendors in a more effective and practical manner. The following outlines the proposed changes:
1. 1) Any vending within a street right-of-way will be regulated by the Street Vendors By-law. Any vending activities not located within the street right-of-way will be regulated by the License By-law.
2. 2) Ratepayers will no longer be exempted from the requirement of a license fee pursuant to the Street Vendors By-law or the License By-law.
3. 3) Vendors, except lunch trucks, ice cream wagons, door to door vendors and auxiliary vendors shall tender for a designated site.
4. 4) Businesses assessed for business occupancy tax may be able to use portions of the sidewalk in front of their location for the purpose of vending. Such locations will also be strictly regulated to ensure that there is no interference with the normal pedestrian traffic flow.
5. 5) An approved vending operation should be exempted from the one hour parking limitation pursuant to the Parking Regulations. The Traffic Authority and the Parking Commission should review this possibility and make recommendations respecting this exemption.
6. 6) The Street Vendors By-law will no longer exempt those products directly from the farm, forest or sea.

Por ejemplo, el problema de los buhoneros, porque tú tienes ahí el caso de los comerciantes establecidos, que pagan sus impuestos y el caso de los desempleados o emigrantes que vienen de otros lugares, que es un fenómeno general en las ciudades de América Latina. ¿Qué han hecho ustedes aquí en la alcaldía al respecto? Me han dicho que ustedes pensaban sacarlos del mercadito de El Gallo y reubicarlos, pero que esto no se ha hecho y que la policía los está sacando de ahí, ¿es así?

As in many other cases, different countries assign different meanings to the same words, and reversely, different words to the same meaning.

I don’t doubt that peddlers are called “buhoneros” in some countries, but NOT in Venezuela. The noun we use for peddler is “vendedor ambulante”.

Certainly there could be a better term than *“sidewalk vendor”*, which I found on the Internet, but if you want to convey the meaning assigned to the word “buhonero”, “peddler/pedlar” is not the best option.

En el Municipio Maracaibo

Capitulo I
Disposiciones generales

Articulo 1. La presente ordenanza tiene como objetivo ordenar, regular; organizar, la actividad ejercida por 105 buhoneros en la jurisdicción del municipio maracaibo.

Articulo 2. A los efectos de la presente ordenanza se entiende por buhonero, la persona que ejerce su actividad comercial al por menor, al detal., Al menudeo, o en forma ambulante; ubicada en cualquier sitio o lugar de uso y dominio público municipal en la jurisdicción del municipio maracaibo.

Articulo 3. La actividad comercial ejercida por los buhoneros, será prestada en los lugares y sitios que destine el municipio a tales electos

Articulo 4. La municipalidad podrá promover, coordinar y planificar la ejecución de estudios que determinen la necesidad del reordenamiento de los espacios, sitios ó lugares donde sea ejercida la actividad de los buhoneros.

ARTICULO 16. Para colaborar con el ordenamiento y ornato de la ciudad, los buhoneros deberán instalarse en casillas, de igual dimensión o tamaño, adecuadas para el normal desenvolvimiento de la actividad comercial que ejercen.

Parágrafo único: El diseño de las casillas será establecido de común acuerdo entre el municipio y las asociaciones cooperativas u otras organizaciones que representen a los buhoneros.
