If an employee is declared as having a total permanent incapacity, the company will pay him a certain sum. As far as I can tell this is a one-off payment. It is referred to as a complemento de incapacidad and is equivalent to 15 months' pay plus a bit more.

El complemento se verá incrementado en un 4% por cada año de edad del empleado por debajo de 55, prorrateándose la cantidad de acuerdo con la edad exacta en la fecha efectiva de la baja, con un máximo de veinticuatro mensualidades.

Therefore, if its a lump sum payment, the idea of "24 monthly installments" doesn't seem to make sense here (at least, it could be calculated as a lump sum then paid over 24 months, but it seems a little odd to tack it onto the end of this particular sentence). Another option that occurs to me is that the age ajustment will be prorated but rather than for the employee's age in days, then for his age in half-months (=24).

Then again, it could be something completely different!

Since you say "equivalent to 15 months' pay plus a bit more" - and they are talking about increasing it for every year by which the employee is under 55 (incrementado en un 4% por cada año de edad del empleado por debajo de 55, prorrateándose la cantidad de acuerdo con la edad exacta en la fecha efectiva de la baja), I understand it to mean that the maximum amount payable is 24 months pay

To make this clearer, the "24 mensualidades" can I believe be understood to mean 24 months' pay. Collins (http://dictionary.reverso.net/spanish-english/mensualidad) has mensualidad = monthly salary as the first meaning, before monthly installment/payment. So, people under 55 will receive more than the 21 months' pay, but never more than 24months' pay
