It could either mean that they want to mobilize intelligence and creativity (unlikely), or that they want to spur, or boost intelligence and creativity (which is my interpretation). Secondly, the "se" of "Se trata" is not refering to a concrete noun. This, out of context, means roughly "this is about.." but in this context I would suggest either: "We seek to", or "Our goal is to", or, going back to the previous sentence, "We aim to attain this by..." . I suggest you go about it in that direction.
