If you have Orellana, see "contrata, por" on page 508. Maybe by reading on you will find out that the company has been using external/part-time employees. (That's what "por contrata" or "a contrata" means.)

disagree  Ana Brassara: Con más razón, si dice que las personas "hacen tantos roles", quiere decir que gracias a la contratación de nuevos empleados ha mejorado la productividad.

IMO, "contract" is too general a term to apply (there are many types of contract) and feel that "outsourcing" fits the label better because it can be used to allude both to the subcontract itself and to the staff employed, while covering the host of methods used.
