agree  Charles Davis: Actually "equate" would be closer to the literal meaning, I think, but I like "conflate" here. The tense could be present or past, depending on whether we're thinking of them as writers or travellers.

No es una metáfora. Se refiere a la tradición indumentaria de cubrirse la cabeza dejando descubierto solo un ojo (el izquierdo). El texto sostiene que esta costumbre se ha atribuido equivocadamente a la influencia musulmana en Andalucía.
Hace poco he podido observar personalmente esta tradición en un acto oficial en Vejer de la Frontera (Cádiz).

  -> Thanks neilmac. Puntualizo que el original no dice si era o no aceptable. Solo muestra su desacuerdo con atribuir esa costumbre a la influencia musulmana en Andalucía cuando había mujeres tapadas en otras regiones sin influencia musulmana, como Castilla.
