Spanish term or phrase: agenciar
We're in Greco-Roman Egypt. Dictionary and Kudos are telling me 'wangle'... just doesn't work in this context:
Por otra parte, que el término ciudad no sea el adecuado para indagar en las formas que adoptan los núcleos de población egipcios no obsta para que se hubiera desarrollado una experiencia en la organización de los espacios con principios originales sobre la forma de *agenciar* las construcciones.
any suggestions will be more than welcome.
Thanks in advance.

agree  Richard Boulter: I perceive some idiomatic influence in the source. To 'lay out' (2 words) is also possible and, less-slangy, 'realize/realise. Also: 'put together/set up' construction of...'

Explanation:

I am understanding this from and architectural/urbanist point of view, so said that, from this point of view I'm sure of my answer, but kept myself lower because I may not be understanding the concept in an historical point of view.

assemble the constructions,

Lo cierto es que no hay muchas opciones vía Internet para estas frases en referencia a la organización de la construcción, arquitectura, etc... pero sería mi opción sin duda.

make use of/ administer

Explanation:
This is a general introduction to the use and distribution of "urban" space in ancient Egypt. I think it has nothing to do with wangling/falsifying/manipulating, the meaning of the verb here is neutral.

Example sentence(s):
  • ” from human concerns, and from the way people react to and make use of buildings and the urban built environment. ...

Not sure if it fits in here, but this is how I normally think of the word ("vamos a agenciar esa mesa de allí"... "¿te importa si agencio a tu hija un momento para que me explique lo que es Hello Kitty?"

I've tried working on the whole sentence and this is what I've come up with so far.

"...the fact that the term "city" really isn't the right one to use in delving into the forms which the Egyptian centres of population take on doesn't mean to say that experience had not been acquired in the organization of spaces with original principles on how to make use of the buildings"

A couple of agrees have trickled in since you last posted G, and I note that Electra obviously agrees with me since she also suggests "make use of" ;-)
