This appears to be the name of a specific ILO document but I have not been able to find it on the web, despite a number of dogged attempts. Maybe one of you whizzes will have better luck!

it doesn't even read like proper English but if they want it that way, let them have it as such....

worked in these orgs for years and sometimes you just have to kowtow to what they stipulate...
