Spanish term or phrase: (abordar ) please see context
La masiva llegada a suelo italiano de inmigrantes sin permiso (más de 3.500 en el mes de junio y unos 23.000 durante el año pasado, sin contar los centenares que pudieron morir en el intento) impele al Gobierno a promulgar un decreto que otorga poderes **a la marina para abordar y devolver a sus países los barcos con inmigrantes sin permiso a bordo. **

Having trouble deciding on the most accurate verb here.
they board the boat (in order to look for people w/o papers)?

they pull along side the boat?

they can deal with the boat? (seems too general to me)

As always, thanks to all and happy translating...

Mine was in fact the first answer but when I added my notes it was relegated to second place for some reason.
