La conferencia fue toda una llamada a la acción en vísperas de la campaña europea de las elecciones al Parlamento Europeo en junio. “La democracia no consiste en que nos cuenten, sino en que contemos como ciudadanos”, espetó el ex euro parlamentario a los allí presente. “Tenemos que pasar de súbditos a ciudadanos, hemos de conocer la realidad para poder cambiarla, conocer lo visible y lo invisible”, asentó avisando de la sobreinformación y desinformación en nuestras sociedades. “Hemos de esforzarnos en ver lo invisible, lo que está fuera de los focos de los medios”.

****Enfocar y desenfocar para prevenir: “No hay victoria más maravillosa que la anticipación”, sentenció este presidente de la Fundación Cultura de Paz**** en el segundo día del encuentro. “Y hay que hablar, romper con el silencio de los silenciosos y los silenciados”. I'm not entirely sure what is being said in the highlighted phrase. I would translate the quote as "There's no victory as wonderful as anticipation/foresight" (??) or something similar. But I don't understand why this is sandwiched between "prevenir" and "sentenció", which have negative connotations. Am I missing something? Thank you!

One possible explanation would be the reason anticipation is the greatest victory is because reality never measures up to it. Hence, the sandwich between "prevenir" and "sentenció"

I think this might be an option because of what comes before: esforzarnos en ver lo invisible, as well as next: “Y hay que hablar, romper con el silencio de los silenciosos y los silenciados”. This is why it says sentenció - he was passing judgement to a certain extent about what was to happen...
