I think it's referring to the graduation or commencement process itself, not the qualification.

So it means: "the Republic of Ecuador and... the University of..., through the graduation process of the engineering and auditing degree [course]... certify that Fulano has fulfilled... and is therefore awarded the bachelor's degree..."
