The way the sentence is structured (a quienes se les involucra en mayor cantidad y toma de decisiones) it doesn't necessarily say that it will be the parents making the decisions. If that were the case, shouldn't it read "en la toma de decisiones"? I understand it to be "mediante la realización de jornadas de sensibilización a padres y madres, a quienes se les involucra en mayor cantidad, y toma de decisiones sobre las acciones a realizar".
