I am translating a university transcript from Spain and a footnote reads:

En la Universidad de Salamanca, de acuerdo con la legistación universitaria española, 1 crédito NO ECTS equivale a 10 horas de clase.

I've translated it as

"At the University of Salamanca, in accordance with Spanish university legislation, 1 NON ECTS credit equals 10 hours in class."

That is the best I have come up with but I'm wondering if NO is actually an acronym I'm not familiar with. I couldn't find out while researching ECTS (European Credit Transfer and Accumulation System).

1 NON ECTS credit
Explanation:
IMO you are right: 'old' Spanish credits were based on presence hours, while new Bolonias's ETCS refer to the overall student effort.

agree  Charles Davis: Refers to LRU credits (Ley Orgánica 11/1983 de Reforma Universitaria). 1 LRU credit = 10 contact (teaching) hours, but 1 ECTS credit = 25 study hours. Very well explained here: http://www.um.es/docencia/agustinr/ie/cargatrab/index.html
