Municipal Education Index Explanation: The IEEM (Índice del Estado Educativo Municipal) was compiled in 2006 by the Guatemalan Ministry of Education. It drew together data from 2005 on education in the country's municipalities, and thus made it possible to compare education in different municipalities. It was followed by another study, the IAEM or Índice del Avance Educativo Municipal, which included data for 2002-2006, making it possible to see the progress made in a particular municipality over that period. Here is an explanation from the Ministry of Education itself: "En 2006, el Ministerio de Educación y el Proyecto Diálogo para la Inversión Social de USAID y AED elaboraron el Índice del Estado Educativo Municipal -IEEM-. Dicho Índice tuvo por objeto medir, en un solo indicador, la dispersión existente entre los municipios del país en cuanto al logro de cobertura en preprimaria, primaria, básicos, diversificado, la terminación de primaria, básicos y diversificado y el logro obtenido en las pruebas estandarizadas de matemática y lenguaje realizadas para tercero básico. Por lo tanto separaba en categorias a los municipios dependiendo de qué tanto estuviesen alejados del promedio nacional (ver Porta, Somerville y Álvarez, 2006). Sin embargo el IEEM, si bien permitía observar qué municipios estaban haciéndolo mejor que otros en un año determinado (en ese caso fue el 2005), no permitía comparar el grado de avance que cada municipio estaba teniendo. Es por ello que, para complementar el esfuezo realizado anteriormente, se decidió construir el Índice de Avance Educativo Municipal 2002-2006 -IAEM-. Este índice mide la distancia recorrida por un municipio para alcanzar la meta de cobertura y terminación universal de los niveles de educación preprimaria, primaria y del ciclo de educación básica del nivel medio, definidos como obligatorios en la Constitución Política de la República de Guatemala (Art. 74)." http://www.oei.es/pdf2/IAEM_guatemala.pdf (p. 7) USAID calls the IAEM the "Municipal Education Progress Index", which seems to me a good translation: "Studies include the landmark Municipal Education Progress Index that provides information for innovative municipal education spending, budget analysis and classification" http://www.usaid.gov/guatemala/education However, I have not found a translation for IEEM in USAID documents or elsewhere. I think it would be best to use a formulation similar to "Municipal Education Progress Index". "Municipal Education State Index" really doesn't work here; you can talk about "the state of education", but not "education state". I think it was be best just to call it the "Municipal Education Index"; there's no need to translate "Estado", since a "Municipal Education Index" is inherently about the state of education. |
