I'm translating a report about the efforts of a public university in the Basque Country to introduce a new evaluation and improvement system for the teaching performance of faculty staff. It is based on the European Higher Education Area (EHEA) framework for qualifications.

I'm undecided about how to handle the term in question here and would welcome your suggestions.

Context:

"La UPV/EHU es la única universidad pública al servicio de la sociedad vasca. En el Plan Estratégico se subraya este hecho y se afirma que “el concepto de público incluye elementos de pertenencia y compromiso con su entorno, de apertura a todos los estratos sociales y de pluralidad social y cultural”. Por esta razón, la UPV/EHU tiene un compromiso ineludible con la calidad, la excelencia y la equidad en la Educación Superior. El carácter público de la UPV/EHU le compromete a trabajar al servicio del bien común y del desarrollo colectivo, por encima de intereses individuales o grupales."

For this reason, the UPV/EHU has an unaviodable responsibility to offer quality, excellence and equity in Higher Education. The public nature of the UPV/EHU entails working towards achieving collective development and providing common benefits, rather than satisfying the interests of individuals or groups."

agree  Charles Davis: (Committed, with double t.) I was thinking along the same lines. Perhaps "As a public institution, UPV is committed...". "Committed" is what they always say, and it covers both duty and determination.
