Estoy preguntando porque la sección se titula "BIBLIOGRAFÍA" y está dividida en dos partes: "obligatoria" y "de consulta".

Les doy todo el contexto para que entiendan mi idea:

Lo que yo pienso es que el Nº1, "Obligatoria", se debe traducir "REQUIRED READING" y el Nº2 es realmente "BIBLIOGRAPHY" (es decir, literatura de referencia).

Explanation:
I like you "required reading" very much. I would not name the second section "bibliography" since that is very vague. The second section is reference work, be it determined to be required or not.

Given the nature of the two reading lists (mandatory and what you might call "semi-mandatory"), I would suggest this division, which is common in university course syllabi.
