I'm not sure how "eje de la traza" is being used here, though. My sense in looking at how it's used in other engineering documents of a similar nature is that it consistently refers to to the *longitudinal* center line of a roadway or rail line. So, I strongly feel that it's talking about 500 m on either side of the center line of the track, i.e., measuring out perpendicular to the direction of the rail line.
