Spanish term or phrase: (el colegio) es oficial de Carácter Especial
This phrase appears on a high school diploma from Colombia.

"Es important aclarar que el colegio es es oficial de Carácter Especial."

Nothing else in the diploma hints or suggests as to what this is. Does is it refer to a special character training program? How do I translate it? Hope you can help.

Hilda, after reading your note I think my suggested "special education" fits well, even though the students are not exactly what we know as "special need children." I agree with you that the school is likely to provide education for troubled youths.
