From what I can gather from this site: http://lara.tsj.gov.ve/decisiones/2006/junio/1820-15-280-04-...
this appears to be a set phrase "Testigos Fdos Ilegibles" used in Venezuelan birth certificates. I have no idea what "Fdos" means or why they would be "illegible". I imagine that it is to say that the person was not elected/chosen.

I am tempted to translate the whole phrase as simply "witnesses".

Any better suggestions would be an enormous help. Thanks!! :)

Fdo. = abbreviation of Firmado. This (Fdo.) is normally written below the actual signature. Very often the signature is illegible, and this is what is indicated.
However, I have never seen a Venezuelan birth certificate, so that another opinion is needed.
