-- Technical Suitability Report (which was positive)
Explanation:
Alternative: -- Assessment Report Concerning Technical Suitability (which was positive).
Alternative 2: -- Engineering Feasibility Report (which was favorable).
(Many, many alternatives are possible in English. I prefer Alternative 2, but many translators do not like to change an author's key terminology without a strong justification.)

Incidentally, in the context of project planning I do NOT feel that there is any relevant difference between the term "technical suitability" and the term "technical feasibility" (or "engineering feasibility"). See the following definition of "technical feasibility" which I deem to be adequate and which illustrates my point:
---
https://en.wikipedia.org/wiki/Feasibility_study#Technical_fe...
The technical feasibility assessment is focused on gaining an understanding of the present technical resources of the organization and their applicability to the expected needs of the proposed system. It is an evaluation of the hardware and software and how it meets the need of the proposed system[

(Sorry about the garbling of my reply below, due to Proz maldesign (low character limits).) Should read: The target is idiomatic English, which will have to prevail over the author's idiom here. (Logically "technical report" doesn't convey any useful meaning anyway.) Therefore I retain my vote for "Engineering Feasibility Report", which is a Report about Engineering Feasibility in the light of expected available technology and expected other available resources.

agree  Toni Castano: I agree in general terms, but I think "suitability technical report" might be more accurate. After all, "técnico" refers to "informe", not to "idoneidad", in which case it should read "técnica" (idoneidad técnica).
