The term appears in the sentence below and relates to agrarian law in Mexico. I am really struggling to find a definition of this term. Any help will be much appreaciated.

Los TUA dentro de su competencia transitoria conocen de los asuntos relativos a la restitución, reconocimiento y titulación de bienes comunales, suspensión y privación de derechos agrarios, controversias parcelarias y en general de acciones agrarias no dotatorias (las dotatorias le corresponden al Tribunal Superior Agrario) en trámite, al entrar en vigor la Ley Agraria.

Es un procedimiento con características generales que se observa cuando se ejercita la acción dotatoria de tierras y aguas, cuyo requisito fundamental consiste en que tal acción la promuevan por lo menos 20 campesinos, domiciliados en el núcleo de población en que afirman residieren, debiendo acreditar capacidad en materia agraria para que el Estado los dote de tierras y aguas con la finalidad de que constituyan un ejido, lo cual habrá de ser un centro permanente de actividades socioproductivas de estos y sus familias.

My suggestion would be to use "land endowment actions" where it reads "las dotatorias", and something like "agrarian proceedings that are not land endowment-based actions" for "acciones agrarias no dotatorias".

The above reference is from the "Procuraduría Agraria", as is the one below, relating to communal property and ejidos.
Propiedad social. Es una modalidad de la propiedad reconocida por la C respecto de la titularidad de derechos patrimoniales de ejidos y comunidades sobre sus bienes. La normatividad en la materia tutela de manera especial esta forma de propiedad, la cual tiene su origen en la Ley del 6 de enero de 1915 y se reafirma y reglamenta a través de las diferentes legislaciones promulgadas a partir de esa fecha, orientadas a proteger los referidos derechos.
Por lo general, la propiedad social se creaba o reconocía mediante resoluciones presidenciales, dotatorias de tierras o de reconocimiento de bienes comunales...
