1. La publicidad de materiales o productos sanitarios y de aquellos otros sometidos a reglamentaciones
técnico-sanitarias, así como la de los productos, bienes, actividades y servicios susceptibles de generar riesgos
para la salud o seguridad de las personas o de su patrimonio, o se trate de publicidad sobre juegos de suerte,
envite o azar, podrá ser regulada por sus normas especiales o sometida al régimen de autorización
administrativa previa. Dicho régimen podrá asimismo establecerse cuando la protección de los valores y
derechos constitucionalmente reconocidos así lo requieran.

2. Los reglamentos que desarrollen lo dispuesto en el número precedente y aquellos que al regular un producto
o servicio contengan normas sobre su publicidad especificarán:
a) La naturaleza y características de los productos, bienes, actividades y servicios cuya publicidad sea objeto
de regulación. Estos reglamentos establecerán la exigencia de que en la publicidad de estos productos se
recojan los riesgos derivados, en su caso, de la utilización
normal de los mismos.
