I've had a further look at this. We are in Colombia of course and it is hard to find an accurate definition but if you go to

you will see documents on the right which although not conclusive suggest that there are two possibilities - one is outgoing international calls but the most likely is 'Off-net' calls, i.e. calls made to mobiles of other operators where there is a dominant competition position of one operator in Colombia.

I think 'outgoing' covers it but if you want to be more specific then

'Off-net Mobile Market' would seem to be the correct term.
