We are in Colombia of course and it is hard to find an accurate definition but if you go to http://www.crcom.gov.co/index.php?option=com_content&view=ar... you will see documents on the right which although not conclusive suggest that there are two possibilities - one is outgoing international calls but the most likely is 'Off-net' calls, i.e. calls made to mobiles of other operators where there is a dominant competition position of one operator in Colombia.
