Explanation:
I saw this wishy-washy thing used a couple of times making reference to politicians who cannot decide whether to vote for an act to be passed or not, and so, but also describing people in general.

Like my fellows said, it means that this person cannot make up his/her mind but with wishy-washy I think you are keeping this "idiomatic" flavor.

You can also expand your expression and go for something like... you can never tell if it is either black or white with you... or... you are so fuzzy... well it all depends on the register you want to use

Anyway, hope it helps. I don't think it is quite a financial term though. :D
