Es geht um die Verleihung eines Autos von einem Vater an seinen Sohn, der das Auto auch im Ausland benützen darf. Der ganze Satz lautet: "În baza prezentului act gratuit XXX nu va putea înscrie autoturismul în circulaţie pe numele său, prezentul act nefiind transmisibil de proprietate."

Offensichtlich bezieht sich "gratuit" hier darauf, dass der Vater vom Sohn für Überlassung nichts verlangt. Aber ich weiß trotzdem nicht recht, wie ich diese Ausdrucksweise übersetzen soll.
