Thank all of you for your comments and suggestions. I think this one works the best. "Residential address" would be too restrictive, as the certificate is also used for business vehicles and car dealerships. Also in Japan, not everyone parks the car at home. I used "primary location for use", and conejo's suggestion is similar, but this one contains the words I actually used, and I believe I can't select 2. Let me know if I am wrong.

Interesting question! I only knew the term as the 3-character 本拠地, but Google certainly has enough hits--many refering to the "home field" for sports teams, note. Eijiro shares this bias, giving many more glosses (base // home // home ground // home turf // homebase // seat // stronghold // yard) than for the 2-character version (headquarters).
I assume that this entry is part of an attempt to keep Gumma residents from running around with 湘南 plates.

Aside: One of my neighbors, across the line in *Kami* Yoga, is a wasabi wholesaler whose vans all have Hamamatsu plates. The headquarters may be there, but the vans stayed parked here in Tokyo.
