いつも通りにストロークするだけで自然にアッパーブローのパッティングができ、転がりのよい球足の長いパットを実現します。

google search on "upper blow" yielded many Korean and some Japanese sites
but i didn't find any usage of "upper blow" as native English.

i'm guessing that it means to "hit the top half of the ball" or does it refer to the angle of impact?

please advise

to hit the ball on the up swing
Explanation:
Hitting the ball during the up swing at the equator of the ball gives you top spin, which means that you can get a long putt, while minimizing the skidding effect you would otherwise get from hitting the top half of the ball.

agree  sumc: "Blow" in this context is a "Jinglish." "Swing" is the proper term here.

アッパーブロー
Forward spin

Explanation:
QUOTE A lower, deep-back CG position promotes very little backspin or, depending on the player's stroke, slight forward spin. This results in a smoother, "tighter" roll that equals enhanced accuracy and control.UNQUOTE
Important: The terminology of "appa-burou"appears a Japlish; compare the web sites below, in English and Japanese.

This passage is not related to a putter; it is related to an iron, fairway wood and driver.
QUOTE Fig.20 showed position relationship with a ball and iron, fairway wood, driver. The position of the grip is positioned in the left thigh part inside in all addresses, and it is done the address which a swing bottom comes to beneath. It shows those set ups make the iron can stroke down blow, the fairway wood can stroke side blow, the driver can stroke upper blow.UNQUOTE

QUOTE Even when a golfer makes a putting shot in a conventional manner, the face of the putter head can accurately contact at its effective region of sweet spot with a horizontal equator of a ball upon impact; and after the impact, the face naturally follows the path in an upper blow direction. It is therefore not necessary at all to intentionally change the direction of the face in the upper blow direction immediately before the impact.UNQUOTE
