Explanation:
"The Locals" sounds patronizing somehow, like an old British colonial word. "Local people" is OK, but I prefer "community".

"Responses" works better than "voices", because what is said is in response to the charitable actions of the NGOs (i.e. building schools etc.). "Voices" is too broad in this case.
