Japanese term or phrase: 非正規雇用労働者
I think 正規雇用労働者 is regular full time employee in English. Then it is tempting to say non-regular full time employee for 非正規雇用労働者. I have a problem here becasue there is ambiguity in which word non- refers to; regular, full time or both.

What this expression should refer to is everyone else than full time employee on a payroll on a permanent basis. This includes contractors (full and part time), part time workers, casual workers, "arubaito" and "freetaa."

Is there any good English expression for this?

Thank you, V N, and everyone else for good suggestions and useful links. I was inclined to use "non-permanent" to contrast to "permanent," but contingent seems to be a more appropriate yet inclusive word.

Non-permanent staff

Explanation:
The distinction could be 'permanent' versus 'non-permanant' employment, i.e. non-permanent staff members may still have full-time hours.

Permatemp is rather informal term than a contingent worker
