I put "would not" because I felt it fits better, but there is no negative tense in the source text. So, it could be "Even the*his*her* father, the vice-admiral would seem to be concerned for his*her*my* mother. That is also a show of great love."

I think this may fit, as there is no negative tense in there.

shows this can be used for negative connotation, so I will go back to my original interpretation.

This kind of translation is best left to a native translator of the language.

Here is another problem. 母の前をば Why 前 is necessary? I thought perhaps there is a situation where "in front of the mother, he hesitated to show too much concerns to save her face" sort of situation."
