Explanation:
"Shroud" *might* make sense in English, but I'm instantly suspicious when Google finds only 614 "English" hits and puts two from tepco.co.jp at the top of the list. The Japanese newspapers quoted above are hardly impeachable references, either.

Nonetheless, further down Google's list is a reference to a US site, the US Nuclear Regulatory Commission (NRC), and an OLD (1994) notice titled CRACKING IN THE LOWER REGION OF THE CORE SHROUD IN BOILING-WATER REACTORS, so some nuclear engineers must use it.

I'd like to know what the American (GE) whistle-blower wrote.

P.S. I say "might" above because in photography, machine tools, etc., a shroud is a hood or similar shield that does not COMPLETELY surround. After Chernobyl, we all learned the word "containment vessel."

Scratch the above. Containment vessel is apparently 圧力容器, and 炉心隔壁 a cover inside it.
