I'm having trouble understanding the following sentence -

有効性,安全性に何らかの問題が見出された場合には,それらの要因を検出又は確認するため,また検討を行った結果得られた推定等を検証するために特別調査,市販後臨床試験の実施を検討し,必要に応じ特別調査,市販後臨床試験を実施する。

Is the text saying that an investigation of the survey implementation process will be carried out, following which, if necessary, a special survey and post-marketing clinical survey?

It's the part with "実施を検討し" that I'm a bit unlear on.

  -> Drozさん、全く同感です。技術者の日本語はひどい場合が多いですね。社内で翻訳をしていますが、担当者に「こういう意味ですか」と問い合わせると、「そのように書き直しておいてください」と言われます。。。。日本語の添削もやるつもりで仕事しないといけません。
