神経管の全体像が把握できる(物) (something that) can compile a full image of the neural tube Explanation: Based on the context of カット , I would say that 把握 means to compile or assemble a large image based on smaller ones. I have heard 神経管 translated as "nerve canal" by a Japanese dentist. Checking online, "neural tube" seems to be the most commonplace technical term.
