ダミー法は3水準の列に2水準の因子を割り付ける方法です。

Does this mean "the level 2 factor is assigned to the level 3 column" or "a factor with 2 levels is assigned to the 3-level column" or something else? I'm getting thrown off by the placement of 水準. I usually assume it is the opposite of the English placement, which would make it level 3 and level 2, but I'm not familiar with factors and levels.
