This is from a legal document, the context isn't really that important, I think. I just need a general definition for this word in English. I searched online for it, and could not find a definition, but it seems to be used as an adverb quite often. Any help would be greatly appreciated. Thanks.

I wrote the first part as;

“執劫” is not listed in even one of the biggest Japanese dictionary, Kojien, but If you look at sentences where “執劫” is used its meaning is almost identical with “執拗”.

E.g., a persistent offender

agree  Mami Yamaguchi: 執拗 is listed in most Japanese dictionaries. it says 「しつこい」意の漢語的表現。「ーにつきまとう」。 As　you mention, 執劫 is not listed. So I believe it is just a typo or an incorrect use . Also 執劫 seems to be used as same meaning as 執拗.
