neutral  TCN6YR: For any old addresses, "イ" is possible. I am not sure if any typo might be seen on koseki documents.

agree  Hidetoshi kudo: Not a typo. 3025 is a lot number. After a lot number we usually get a room number. イ-3 must be an old fashion apartment room number or government housing.

  -> I'm not 100% sure, either, but I thought it could be a possibility since katakana is not commonly used in addresses in Japan (though there seems to be a few cases where katakata is used).

Explanation:
This is just another suggestion. I also like the simplicity of Tokyo_Moscow's suggestion, and those references are very convincing. i-ro-ha usually ends up as ABC in legal documents, so maybe A3 conveys the sense well. I dropped the hyphen bcause there are probably hyphens before the Oaza, and it could get a little hyphen happy. I don't think anyone will mistake it for a sheet of paper.

After a little research, I am sure it is 1-3, in i-ro -ha order, where i should have meaning as 1. Even now some areas' names are used like that.
1. 地区(大字)が6地区しかなく、蓮沼イ、蓮沼ロ、蓮沼ハ、蓮沼ニ、蓮沼ホまではイロハ順なのだが、「蓮沼平」は「ヘ」とは読まずに「ヒラ」とよむ。
