recruiter & recruitee Explanation: There were already quite a few suggestions made but I would simply say 派遣元 as a person or company doing the recruiting of personnel and 派遣先 as a person or an entity at the receiving end of the recruiting. |

manpower agency & client Explanation: These can be expressed in a compact and natural manner in Japanese. But in English, I think I would refer to them as manpower agency and its client. You could define what the client is and then refer to it as the client after that point. |
