Explanation:
Simple, the US wants Japanese participation (financial, of course) in deploying a "quick and dirty" preliminary version while the defense industry feeds at the trough of the final, gold-plated version (which will probably only work in artificial tests at best).

Alas, I'm out of practice framing this in English bureaucratese to match the Japanese original.
