higher civil service examination Explanation: Then, in July 1887, the first general-examination ordinance was promulgated, extending examinations from the judiciary to all parts of the government. The new system set up two levels of civil-service examinations: higher examinations for sonin officials and ordinary ones for hannin officials. It retained, however, the privileged status of Tokyo Imperial University (Todai ) graduates.
