Since each bank has different cooperative structure, it might be hard to find an exact word to represent the departement without asking to the bank.

In my google reseach in banks, it might be Credit Department or Credit Risk Management department. You may find something else.

agree  mstkwasa: Given Kurt's description I opt for "Credit Risk Management Department" but I would ask the bank to be safe - especially as there may be a different リスク管理部 as well (cf: http://www.ryugin.co.jp/kigyougaiyou/soshiki/soshiki.htm).
