If you want to reflect "負荷", the first one, "environmental load substances", would be okay. But, as far as I see in Google, most of websites that include this expression are Japanese sites, and I am not sure whether this is still correct.

Instead of this, I may also suggest "environmentally hazardous substances". In Google, you may find about 6,450 sites including this expression, whereas there are 699 sites including "environmentally hazardous materials". In fact, "物質" would be "substance" in this case rather than "material".

「○○物質」を訳す場合は必ず¥"substance(s)¥"や¥"material(s)¥"を付けるものだと思っていたのですが、英語の場合は、上記のサイトのように¥"environmental burdens¥"だけで「負荷物」を示すのかもしれないと思ったところです。
お陰で勉強になりました。
