Workplace improment project/activities Explanation: 職場風土 is "workplace environment" or "office environment" (assuming this is an office). 改革促進事業 renders something like "activities to promote reformation"...that sounds strange in English, so I would just say something like: Workplace improvement activities/project (I think the "environment" can be left out without jeopardizing the phrase).
