agree  Angel Yamada (X): It´s the "official" name, although I'd prefer something like "Agency for measures against alien species", as "対策" has the idea of counter-measure.

I don't know for sure, but could this be similar to "Animal Quarantine Service"? "Quarantine" is used at the airport for when plants or animals are held for inspection when bringing them to a new country.
