届出外排出量 non-reported release Explanation: just a guess With promulgation of the Chemical Substance Releases Reporting and Management Promotion Law in July 1999, a reporting system for release and transfer of chemical substances (referred to as the "PRTR system") was introduced. 届出外排出量 Non-notification of release (released substances) Explanation: Hi Casey, In this case, is it possible that your context is referring not only to (atmospheric) emissions, but also to other discharged substances (releases)? The following is taken from the Glossary of Manual for PRTR Release Estimation Methods on the Japanese Ministry for the Environment homepage. From http://www.env.go.jp/en/topic/prtr/manual/pdf/mat03-11.pdf Release: Release means that a subject substance is discharged to the environment (the atmosphere, water area, and soil) during business activities. A notification must be made as "release to the atmosphere", "release to public water area", and as "release to soil inside the relevant establishment", depending on the status of the release. When the waste is disposed of in a landfill site inside the establishment, the notification must be made as "landfill disposal at the relevant establishment". ie. I think you're after "Non-notification of releases/released substances" |
